RESOLUTION OPPOSING TAX INCREASE

          WHEREAS, the Blount County Republican Executive Committee affirms the following:

          WHEREAS, we believe that the free enterprise system and individual initiative are the best ways to maintain economic opportunity, growth, and prosperity in America; we believe that Government must practice fiscal responsibility, limit taxes to only that level which is necessary to carry out constitutionally granted duties of government, and allow individuals to keep more of the money they earn;

          WHEREAS, we believe that the proper role of government is to provide for the people only those critical functions that cannot be performed by individuals or private organizations, and that the best government is that which governs the least. That the most effective, responsible and responsive government is that government which is closest to the people;

          WHEREAS, we affirm Resolution Number 4 passed by the State Republican Executive Committee in February of 2003 which called for a common sense legislative agenda consistent with America's founding principles of limited government, free enterprise and healthy families. Specifically we affirm Resolution #4's call for the following: 1) a law permanently banning pass through pork; 2) reform of teacher tenure laws; 3) a law giving the governor a line item veto; 4) a law requiring a supermajority vote for tax increases in state legislature; and 5) a law requires that state budgets be based upon the previous year's revenue.

          WHEREAS, the Republican Party affirms its trust in the individual. We trust individuals with the money they have earned and to make their own decisions regarding spending and investing their money. Republicans trust parents to make decisions regarding the education of their children.

          WHEREAS, in as much as the measures which would help to secure efficient government and provide common sense accountability in government have not been passed by the legislature;

          THEREFORE, be it resolved by the Blount County Republican Executive Committee;

          THAT in affirming the above statements, positions and principles, that due to the fact that legislation insuring government accountability and efficiency have not been enacted into law, and that the legislation presented to the Alabama Legislature during the current special session of the legislature calling for an increase in taxes, fees and/or revenue is in direct opposition to the above stated statements, positions and principles,

          WE OPPOSE such legislation.

Done and passed by the Blount County Executive Committee this the 22nd day of May, 2003.
